  • Decisions remain reviewable. Evidence, versions and escalation routes are retained.

Autonomy limit

No AI Officer may autonomously deploy personnel, bind contracts, suspend accounts, move money, change ranks, alter pay, certify legality, approve licences or claim automatic emergency-service integration.
